Assurance
The role of the Assurance Team (AT) is to verify that the Material Project Information (MPI)disclosured by the procuring entities is correct. The AT may also be asked to interpret the findings in plain language accessible for the general public and highlight any ‘causes for concern’.
The Assurance Team is appointed by the MSG in each pilot country. Models for the team vary - in some countries a single consultancy company is procured; in others a team of independent experts is compiled. The IS provided guideline Terms of Reference for the work of the AT and a number of guidance notes to support their work (see below).
All CoST pilot countries have now completed assurance on the CoST projects selected by the MSGs. The reports produced by the ATs are owned by the country MSGs. These have been published or made publically available in all pilot countries - see under Public Reporting for more information.
The CoST International Secretariat has analysed the assurance approach and results in each country, the data available from the different pilot countries and the lessons learned. A draft report on this is available below.
