This document is intended to assist MSGs to reflect on some of the issues that may impact upon their workplans. It can be used as a basis for discussion when planning the CoST programme at a country level.
The policy guidance offered in this document reflects on some of the issues that were raised by stakeholders in relation to the original CoST design. It contains recommendations from the international secretariat over how these issues can be addressed in the practical application of CoST.
First published in July 2007, this document has been reissued in 2008 by the CoST secretariat. It provides an overview of CoST and the practical aspects to implementation of the pilot phase.
