Disclosure
In this context, disclosure refers to the release of material project information on public construction works into the public domain. This means that in principle the information is available to any interested person (e.g. on a public website, in newspapers, etc) although in practice it may be difficult for some to access it (e.g. those without internet) or to understand it (e.g. those without technical backgrounds). The eventual ambition of CoST is for this information to be systematically released by the procuring entities.
The process of disclosure is likely to vary between countries depending on existing legislation (e.g. relating to procurement, public finance or freedom of information). During the CoST pilot, the material project information has been either released directly by the Procuring Entities (in the case of Vietnam) or has been collected on behalf of CoST by the Assurance Team or the MSG coordinator (other pilot countres).
