CoST’s governance structure needs to strike a fine balance between local sovereignty with international interests. The primary purpose of CoST is to help raise the standards of transparency and accountability in the public construction sector internationally. As the public construction sector is exclusively domestic in its output, the main benefits of the programme will be for local stakeholders. However, there are also often significant international interests involved too, creating potential benefits for international stakeholders.
At an international level, CoST is currently overseen by an Interim Board and coordinated by an International Secretariat. Please note that the design of the CoST governance structure is currently undergoing a review in preparation for the launch of the CoST Programme. Detailed information about the new arrangements will be published as soon as they are available.
