Monitoring & Evaluation
As CoST is a pilot, the primary purpose of the Monitoring & Evaluation (M&E) process is to ensure that lessons can be learned and sound conclusions drawn about what works, what does not work, and why. DFID and the World Bank may draw on this knowledge as they prepare for the next phase of CoST.
The CoST M&E function, for which the Secretariat has appointed an independent M&E Consultant, is distinct from the design, management and implementation and focuses entirely on lessons learned and progress against the aims of CoST.
Scope
The M&E team was appointed after a competitive tender process. The guiding documents for the work of this team and the evaluation are:
Terms of Reference for the M&E assignment prepared by the IS.
Logframe governing the CoST programme prepared by DFID.
Outputs
The report of the M&E team, together with the response of the IS, can be seen here (coming soon).
The baseline studies are not a formal part of the M&E process undertaken for the pilot project. However, the findings were considered by the M&E team before producing their report and it is also expected that in the future, they can be used as a benchmark to see how disclosure in he countries has progressed.
