Baseline
The baseline survey, to be procured by each MSG in accordance with standard Terms of Reference, will provide a point of reference against which to compare subsequent data on indicators. Some of this data will come from ongoing routine data management and reporting. In future years, when sufficient time has elapsed, further follow-up exercises similar to the baseline survey may be justified, to measure changes in a quantified way.
