Choosing projects
The ultimate goal of CoST is a mandated increase in transparency on all public construction projects. However, for the pilot project it is necessary to trial the process on a defined - and manageable - number of construction projects.
Each pilot country selected the projects to participate in CoST based on their own methodologies. The number and types of projects selected therefore varied between the countries, but adhered to the principle that the process should be rule-bound, transparent and objective. It should be - and should appear to be - based on fair, open, pre-agreed procedures that do not allow for favouritism or unfair discrimination.

Approaching Procuring Entities
Public sector procuring entities (PEs) play a crucial role in CoST as it is their projects and the associated data that will be subject to the CoST process.
The guidance note available here sets out the potential benefits to PEs from participating in the CoST pilot phase and explains what participation will entail. It is based on the experiences of engaging with PEs in a number of pilot countries:
