CoST’s governance structure needs to strike a fine balance between local sovereignty with international interests. The primary purpose of CoST is to help raise the standards of transparency and accountability in the public infrastructure internationally. As the public infrastructure is usually domestic in its output, the main benefits of the programme will be for local stakeholders. However, there are also often significant international interests involved too, creating potential benefits for international stakeholders.
At an international level, CoST is currently overseen by a Board and coordinated by an International Secretariat.
