Kyiv agrees to disclose information on three major roads   

In September, a Memorandum of Understanding (MoU) relating to the disclosure of information on the construction and repair of three major infrastructure projects was signed by the Kyiv City State Administration, Kyivavtodor Communal Corporation, CoST Ukraine and Transparency International Ukraine.

The projects include the repair of a ring road, the reconstruction of a main street and its tram track and the repair of a major road network in Kyiv which have the collective value of around $54 million (USD).

“I am very happy to partner with an international organisation which can conduct independent monitoring of construction and quality assure that public funds are being used appropriately,” said Vitaly Klitschko, Kyiv City Mayor. He continued, “This partnership is particularly welcomed as we are planning to rebuild the equivalent of 300km of road in Kyiv by the end of the year, and through the CoST initiative we can effectively inform the public on all projects stages - from design through to commissioning – all in accordance with international standards.”

The projects will feed into CoST Ukraine’s first Assurance Report. The report will outline major areas of concern in the construction of the roads and will make recommendations on resolving issues in management, efficiency and implementation. The report will draw on its assessment of the three roads to make broader recommendations for improving transparency and accountability in public infrastructure in Ukraine.

Natalia Forsiuk, Director of CoST Ukraine said, “The goal of CoST is to ensure openness between contractors, their clients and the public and to address key challenges in infrastructure. We therefore welcome the commitment of the Kyiv City State Administration and Kyivavtodor to implement international infrastructure standards to ensure that the public are kept well informed and so that trust is built among citizens.”
